First and Second Officer are Positions on Vessels only. On a
ship the Second Offier also holds a Post (Helm, Weap. Sci. ect.) and the
First Officer is considered the Executive Officer. The term "Chief" is
a Position given to the senior Officer in that Post. All Internal Security
Officers are appointed by Internal Security Service and, as such, are not
considered under Naval or Marine Control. Two special positions are that
of Doctor (Qel) and Ambassadore (Duya). These persons may give or receive
orders as the situation may dictate and are considered "Civilian" in nature.
Klingons Warriors who have served in both branches (Navy and
Marine) may choose to accept thier rank title from either the Navy or Marine
designation. For example if an officer started his career in the Marines
and then transfered to the Navy he could be promoted from Cmdr.(Navy) to
Lt.Col.(Marines). He would still be a Naval Officer but would thereafter
be addressed as Lt. Colonel. Also there is a distintion between Rank, Position
and Post. For example all three Vessels in a Squadron may have a HoD [Rank]
as a Commanding Officer [Post] but, only one would be the Squadron Leader
[Postion] and thus be considered the senior Officer. That person could
give orders to the other Vessel Commanders. Klingons take these seeming
minor distintions very seriously, woe onto the foolish subordinate who
addresses a Squadron Leader as "HoD Krilar" instead of "Squadron Leader
Krilar". Only another Officer of equal rank would have that privilage.
